Absolutely. They are seriously understaffed. I worked in IT for 40 years so have a good idea of how difficult it is to connect to a server. Wow, the complexities are huge. What's needed is a first class senior analyst to produce a very detailed specification. Once that's done, get hold of a really good project manager and task him with putting together a team of hard core hackers - guys who really know how many beans make 5. About 6 engineers would be a good starting point. More could be recruited if necessary. Let them loose on the problem and I could pretty well guarantee that the server connection would be up and running in no more than 6 months.
